Wye Yard Retirement & Poco Yard Expansion

Renaissance Commerce Park – Buffalo, NY

The Buffalo and Erie County Industrial Land Development Corporation (ILDC) is soliciting sealed bids for two separate contracts associated with the Wye Yard Retirement and Poco Yard Expansion project at Renaissance Commerce Park: 

• Track Contract
Includes retirement of the existing Wye Yard tracks and construction of three (3) new storage tracks, including transload area improvements and related rail work. 

• Earthwork Contract
Includes site grading, ballast base installation, drainage, asphalt crossings, and preparation for new track construction.

These contracts are being advertised and awarded separately; however, contractors may submit bids for one contract or both contracts.

Both contracts require prevailing wage, a 10% bid bond, subcontractor listing with submission, ISNetworld certification (where applicable), and compliance with Erie County apprenticeship requirements. MBE (10%), WBE (15%), and SDVOB (6%) participation goals apply.

ILDC reserves the right to reject any or all bids.

Bids may be held by the ILDC for a period not to exceed sixty (60) calendar days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders (prospective Contractors), prior to awarding of the Contract. No bids will be withdrawn during this period without the consent of ILDC.

ILDC hereby notifies all bidders that it will affirmatively insure that with regard to any Contract entered into pursuant to this Request for Bids, Minority, Women and Service Disabled Veteran-owned Business Enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, religion, color, sex, or national origin in consideration of an award.  The County of Erie has established the following Minority Business Enterprise (MBE), Women’s Business Enterprise (WBE), and Service-Disabled Veteran Enterprise (SDVOB) participation goals for this contract.  The goals are expressed as a percentage of the total bid price.  It is the Contractor’s responsibility to secure participation in the work of the contract by MBE/WBE/SDVOB in satisfaction of the goals, or to document satisfactory good-faith efforts taken to fulfill the goals.  Participation is measured as the amount actually paid to MBE/WBE/SDVOB’s, not the contract bid price for the work.

Lancaster I.T. Capacity & Safety Improvements Project

The Erie County Industrial Development Agency (ECIDA) is soliciting sealed bids for the Lancaster I.T. Capacity & Safety Improvements Project located in the Villages of Depew and Lancaster, Erie County, New York. Construction will be bid under two separate contracts: a Bridge Contract, which includes work zone traffic control, full removal and repainting of structural steel on Bridge 384.75 over Transit Road, installation of Class A containment, erosion controls, earthwork for a new interchange track, and replacement of Bridge 385.56 with a steel pipe culvert; and a Track Contract, which includes tie replacement, ballast, lining and surfacing, construction of a new 1,219-foot interchange track, and incidental track work along the rail line. The project is partially funded by NYSDOT and requires compliance with prevailing wage rates and applicable apprenticeship requirements. An optional pre-bid meeting will be held on January 29, 2026 at 10:00 AM. All bids must be received by 11:00 AM on Tuesday, February 10, 2026, at ECIDA, 95 Perry Street, Suite 403, Buffalo, NY 14203, and must clearly identify whether the bid is for the Bridge Contract or Track Contract. 

Bid security in the amount of 10% is required, and performance and payment bonds will be required of the successful bidder.

Contract Documents will not be available through plan rooms or other third-parties. Addenda, if any, will be issued to only those persons whose name and address are on record with the Engineer of having obtained the Contract Documents.
